This Palace was supposed to stand on a hill above the river Moscow where The Cathedral of Christ the Savior previously stood (before its demolition in 1931), or on the Sparrow Hills (‘Vorobyovy Gory’ in Russian) where the building of Lomonosov Moscow State University now stands.

In spite of geological problems, a huge basement for the palace was constructed before the World War II.

After the war, the construction almost stopped, and in 1957-1959, was initiated an open contest for the project of Palace of the Soviets on Sparrow Hills.

Subway station ‘Palace of the Soviets’ was opened in 1953, then it was renamed to ‘Kropotinskaya’, and in 1959, the construction of Palace of Congresses started on the territory of Kremlin.

In 1990s, the foundation of the Palace was used for the re-construction of the Cathedral of Christ the Savior.
